Should you let him? Your choice, if you are not ready to proceed this far, then you are not ready and he should respect that. But it seems to me there is more going on here. Why does it upset you so much?
Just not being ready to take it that far is a valid reason. But eventually if this or another relationship proceeds further then making out is part of it.
