It's not surprising that at 13-15 you're having trouble orgasming. That's actually completely normal because your body is no where close to being at its sexual prime (which for women is mid 20s to early 30s). That's not to say you can't orgasm, but it is more difficult.
But if you're used to having orgasms with previous guys it could definately be what AdamPayseno said about you needing to relax. The less you focus on whether or not you'll actually get to orgasm and the more you keep your head in that exact moment, the better your chances are because you aren't stressing. The other problem could be your boyfriends techniques. Sometimes it helps if you show him what you do when you masterbate, or during oral or intercourse you two go slow so he can try different techniques and you can verbally tell him what feels good and what doesn't.

 I was with a girl once, and we were using a type of Condom that we hadn't used before, it was dripping wet.. but we thought what the hell, we gave it a shot.
When we was using the condom, it came off inside, due to the fact that it was that wet. Every time after that, I hadn't been able to get her to reach a climax with that brand of condom.
