It sounds like he is playing games with you. But then again, its hard to tell as you dont go into any detail.
At least you know he is not using you for sex. But he could have issues with his sexuality ( I have a friend who still dates girls even though we all know he is gay - he just wont admit it ).
But it is hard without any more information to go on.

Penis you can love someone as a person in many ways, you need to try and have a proper talk with him but be prepared to hit a brick wall as most men don’t talk about their feelings, it is very likely he has been badly hurt in the past which makes it hard to trust people, it could also be that he is insecure about his penis size and feels he needs to know you wont laugh etc at it before he can take that next step, remember in most cases the penis is the essence of been a man and it can destroy him if he thinks there is a problem with it.
