It’s easier if you want to spend only a little money. You can sit on a patio sipping coffees (or indulge in sharing of a piece of cake) and watch the city go by, go to the park and buy ice cream, for example.
However, spending no money is not impossible. Is there a link or two that you can check regularly, which shows you upcoming events in your area? In Toronto, we have a few. There you can see free festivals, including Taste of the Danforth (sample Greek Culture), any number of music festivals and free concerts, a number of other culture-based festivals, etc. This weekend we have Nuit Blanche (a portion of the city is turned into a free art gallery).
I also love the idea of inviting people over for socializing. You can invite them buy to play cards or for dinner. Make it a pot-luck and you reduce your time and cost investments.
There are also no shortage of volunteer opportunities. These experiences are free and can be very rewarding.
It is important to find SOMETHING to do. Right now you find her couch boring. Soon you may find her boring (and vice versa).

Try doing something sweet, have a cadlelit dinner, or just go to a park and talk. If you want to be social, why not just try having a get together with mutual friends. Just buy some snacks, play some music, and enjoy yourselves.
