If you really love him, just say it when it feels right (like right after sex when hes holding you or something). Just be prepared for the fact that he may not say it back. If that happens, it doesn't mean that he doesn't, he just may not be ready.
As far as the turning on thing, girl, there are so many things you can do. My man gets turned on if we are laying together, and I just start rubbing his body. I rub all over and then by the time I reach "that place" he is good and ready to go.

Is there two seperate questions here? *blushes* To the when to tell him you love him thing i think you should just go with the flow but find a really romantic moment so its special. Plan a big night out or something. As to the turning on thing i think that would really depends on what he likes. For example teaseing really does it for me but doesnt for others...

I'm a male, so as a male, if your boyfriend is romantic in any ways or your sure he's in to you then tell him any time, guys like that. The best time to say it to him would be right away when you see him or when you two are just simply hanging out but do it at a good time like in a pause in your conversation.
