 There are no right ways or wrong ways to "make out." It's all about feelings, mutual feelings for one another. First of all she must be at least 16 years of age or having sex with her is illegal. You also need to prepare beforehand and talk about contraception or at least wear a condom.
Talk to her and let her know how you feel about her (if she IS 16.) Let her know you would like to take your relationship with her to the next level and see how she feels about this. Both of you have got to want it and if she's okay about it then just go with the flow. The time is right when you both talk it over and both agree. How you actually "do it" is up to the imagination!
