When is the right time for me to come out as a Cross Dresser? I need help to come to terms with my life.

I am whats classed as a cross-dresser. I want to be able to 'come out' to my parents, to my school mates, to everybody. I am afraid to do this, I have almost told my Mam once or twice, but Dad is so male, that I am afraid to tell him. I need help to come to terms with my life.
