I heard my husband use this back when we were just friends, in referring to a girl who liked him a lot. He said she was very nice and had a great personality, but the 'whole package' wasn't there for him. I took it to mean that he wasn't attracted to her. So if your guy likes the 'whole package' then you're in really good standing with him. I think it refers to personality, intelligence and physical appeal.
Enjoy getting to know him better!

He means that he likes your personality and your looks too. It's like "I get everything in one. A package deal."Take it as a compliment! He's telling you he likes everything about you all in one! That's nice. Wishing you the best.xx

I could be wrong but when he said he liked your personality "but it's a package" maybe he meant "it's a package deal" like in addition to liking your personality he also thinks your hot or something else. I don't know, anyways whatever he meant, it sounds like a compliment.
