life really is so short and loving someone isnt wrong tell them!

You tell some one you love them by showing them how you feel. You are there for them when they need you and you help them through all their problems.
Also little gestures dont go un noticed and finally you say the 3 little words :) thats basically all you have to do

 You dont always have to speak the word "i love you", your actions speak louder than words, your mere presence is the best way for them to realize that they are important to you, then love will take place in an instant, it will develop to the higher level, because love is always a process.

 Approach the person, and then do things the person cannot mistake for good friendship. Maybe the person will not love you, so proceed with caution. Try moving closer to the person one millimeter at a time, until you feel comfident to show your love.

 A good way to let someone know you love them is support them in there darkest days and let them know they can tell you anything.
But if you want the word approach.
You could cook them dinner write them a card and let it say all the things you want to say ! =]

 Actions speak louder than words...people are sometimes too free with those three little words. I think you know when someone is very much in love with you because they accept you unconditionally and support you as much as they can. Sometimes it is not necessary to utter those words.
