I think the key here is what chigirl said:
"See if she does the same with all other guys."
It could be that this is just a way of her feeling close to guys, but does not mean she is romantically interested in you.
Personally I experienced this and it meant two different things from two different girls:
In college, a girl I was friends with used to lean her head on my shoulder or chest (if I was leaning back) when we were watching a movie. It turned out she was interested in me and our relationship turned romantic.
In contrast, recently, a girl I was sort of friends with was touchy-feely, holding my arm when she spoke or touching my thigh, leaning her head against my chest when we took a photo together, eating out of my salad and sharing my drinks when we went out to eat, etc. But it turned out she was not interested, and she did this to everyone, and had more of a manipulative agenda.
So, yes, it really depends upon the person.

It's called flirting and means she likes you. When a girl makes physical contact with you it means she likes you and is flirting with you. It could be a friendly flirt, or that she's just a very cuddly person. See if she does the same with all other guys. If she only does it to you, or seldom to others, it means you make her feel good and comfortable, and she enjoys being close to you.
This means that if you want a relationship with her you need to flirt back, cuddle her back for example. Give her hugs etc. Smile at her and make her laugh, that's the best way to flirt.
