Call the police alot... So they will know that your afraid of him and if it comes down to your word against his, you win.
Learn to love being with a crowd. safety in numbers and also the support you will need to get through this very unfortunate situation.
The PI idea is also a great way to expose him for what he is and could even lead to his arrest.
I hope you get through this as only a minor problem

just to agree with the other answers you've been give,yeah id keep telling the polices and write down EVERYTHING he does,maybe invest in cctv out side your house as proof to the police that he is watching you.tell the people next door that way they will keep an open eye out.and as soon as you see him outside your house ring the police and say to them he might be trying to brk in you house that way they will come out.i do think he wants to scare you he must get some sort of frill out of stalkin women and making them feel scared,i dont know if it is sexual or not,but i would take extra care when you out and about just give people a lil ring before you go out let them know where your goin and that you will ring when you get back home,always make sure you mobile as full power and take a pepper spray with you,stay near street light and pop in to every other shop and check out the area before carrying on,GOD it comes to something when you have to be helping someone in you case the police should do more to stop poeple like this peeping tom.maybe there would a lot of dreadfull things pervented,im not sure about legal action as im in UK but maybe you could go see a lawer and get a oder put on him? i really hope everyone on here as helped you in keeping safe if anything and please i for one would like to keep in touch as to what happens.

I know you mentioned the police can't catch him, but keep insisting that this guy is making you very uncomfortable! Even if you have to call them every hour on the hour, you have to insist that this guy is effecting your life do whatever it takes. Not to scare you, but you obviously have no idea what this individual is capable of so don't take any chances. Document everytime you see him spying on you and show the police. Whatever you do don't try to take matters into your own (believe it or not I've know people who have tried to confront these types of people themselves) I know this is frustrating and scary. But protect your self make sure you have your home secured locked doors window etc. and arm yourself I don't believe in guns, but there are alternatives pepper spray or a taser, anything you think will give you a way to defend yourself should this perp try anything. I wish you the best and I hope this creep is gotten off the streets!

 Reading that made the hairs on my neck go up. Holy shit be very very careful. Yes call the police, Make sure you get all good locks on your doors and windows... Have some men friends spend the night with you so he can see men come and go like your dad and your brothers etc... Make sure that all the blinds are closed at night with curtains on them.. Have your porch lights on all the time, keep your phone by your bed. Tell your landlord and the neighborhood watch... That is a sick guy who may be a rapist. Make sure your routine is different. This is very serious. Go on a vaction if you can. Get a big dog like I have. That guy is not right in the head and can be dangerous. Can you get a footprint or gum or a cigarrette or any evidence with his dna on it. Have a private investigater watch your house for a week. Hope your ok. Hopefully its a school kid who does not know any better. Otherwise he could become a stalker... get a gun if you have to.
