 If he is shy he's never gonna call. He'll always be second guessing himself.
This is the 21st century; it's not just up to the guy to ask the girl out. If you're interested ask him out... unless you're shy.

 I'm not a shy guy, but many moons ago, i was fairly shy,
1. I would not have rang guy and asked him out, I would have been far too shy.
2. I was shy coz i had no confidence, and was afraid of rejection when it came to guys.
3. If I really liked a guy, I would hope he would ask me out, coz i could never do it.
So to you I say, go for it girl, text him, call him, talk to him, and then ask him out for a coffee, ice cream or whatever he likes, keep it fluffy, dont ask for a date, and see how that goes, once he has made that connection he may find the confidence to ask to meet you again, if he doesn't, jus say, i've had a great time, can we meet again on thursday or whatever day you want.
Just be careful, they say us shy peeps are the worse. lololl ;o)

 1. depending on how shy he is, being that it's a big step I'm guessing he's probably too shy to do it
2. who knows what made this particular guy of yours shy but he is so I guess you're gonna have to deal with it and yes
3. I think you should make the 1st move, it might be hard but at least you know you're superior than him in terms of being less shy:)

2. Fear of rejection is a big one for not approching girls.
