If by "safe" you mean that it is less likely for you to get pregnant, possibly. You can check your fertility online, on various different sites. Remember that it's still possible to get STDs. Just be on the safe side and use one, because even if you learn to track your least fertile phases, that only means there's a small chance to get pregnant, and the chance of getting an infection or disease is always there.

Natural or rhytm methods are not the most effective form of contraception; it also does interfere with the frequency of intercourse;
There are 3 ways to try and calculate the time when conception is most likely.
The calender method: using the starting day of bleeding(period) as day one; the 4 days on either side of day 14 is considered the fertile time,durig which intercourse must be avoided;
The temprature method: recording body temprature on a daily basis on a chart; everyday at the same time, before getting out of bed; record your body temprature, record it on a chart; Note when the temprature goes up;and normally remains elevated for about 3 days; during the period of elevation and just before it, intercourse should be avoided;
The cervical mucus method: observing the normal changes in the vaginal discharge; to predict the days of ovulation, which are unsafe for intercourse; the unsafe days are when the vaginal mucus becomes more slippery and clear; it is not safe to have intercourse untill the discharge has becomecloudy, sticky and thick.
The above are very risky to be effective taking in consideration the life span of sperm; also please note; not all women have a regular menstrual cycle;
You should monitor your mentrual cycle for at least 3 months before you will be able to try and establish your rythm or ovulation period on the above;

Sperm can stay alive inside of you for up to a week.
There is NO safe period and STD's can happen every single time ESPECIALLY when you are bleeding.
What you are suggesting is called the rythm method and it is extremely unreliable. It involves not counting calendar days but carefully measuring your body temperature as apparently it changes during phases of your period. Then again, it also changes when you have a slight infection like a cold or eat certain foods or the weather changes etc etc.
Use a condom.

I would suggest that you use one anyway. There is always the risk of pregnancy, even when you're on your period.
It's better to be safe than sorry.
