In my opinion it's someone that has a bitter heart. They are more set on making everyone else miserable like they are instead of trying to make themselves happy. They can be mean and cruel and break a lot of hearts. That's just my opinion of it. There are a lot of interpretations of that phrase. They can make you feel bad and terrible and pessimistic. Just be optimistic and don't let them get you down.
