What does "working on things with someone" mean?

A female United States age 36-40, *illywonka3505 writes:

If a person says they're working on things with someone, does that imply that they're a couple or that they aren't together but in talks of getting back together again? I'm confused by what that means since its not coming right out and saying yes, we're together, so I'm assuming that's case. Am I right or wrong?
