It all depends. Where is he asking you out to? Are you going for dinner and then he takes you back home where you separate for the evening? Is he touchy-feely when you see him this late?
I ask because it could genuinely be that he wants to hang out with you, but chooses later than (by some people's standards) normal hours. A lot of people like the night life and hanging out until the early hours of the morning. Some clubs don't really start "happening" until about that time also. So it's quite possible that he wants to go out, but wants to go out then things are happening about town.
Did he ask in advance to go out at that time or did he call at 10pm to ask you out? I'd be skeptical of the latter. It's possible that he's trying to make a "booty call" - but just because he calls so late doesn't necessarily make it true.
Next time, ask him why he waits so late to go out. Let him know you wish to go out earlier so that you can enjoy more time with him as you party/hang out. He should, if he's truly interested in you, respond positively to your request and ask you out during decent hours.

reader, anonymous, writes (17 April 2011): He is in Last Chance Saloon if he calls after about 8pm. Always say no because its not flattering to be called so late. It means his other, more important plans have fallen through. So hes trying to find a 'last minute friend'. Never a good sign, always say you are busy or just about to go to bed. Dont let him think you are open all hours to pick up the slack when there is no one else about.
