My first answer is that she is rather rude and immature. And my second is, if she seems otherwise friendly with you, then she may find you attractive and be a little shy. It's still rude and immature, but it may also be a sign of interest. Proceed with caution.

 maybe she was asking her friend if she had a tampon and didn't want to ask out loud?
and when you noticed it she got embarrassed thinking you were wondering if it's about you since YOU like her.... (if you didn't you wouldn't care what she whispered to a friend)
so then the friend whispers back "maybe he needs a tampon too?" and they laugh...
it's all just nervous tension.
just ask the girl for a coffee date or a juice date at the gym bar....

 I am tempted to say it means mainly she is very ill-mannered, you don't whisper in your friends'ears when there are other people right there ! if you are over 5 y.o., that is.
But,in the mellow season spirit, let's cut her some slack and focus on what else it means: I thinks it means she is tryng to flirt with you, a bit clumsily. Or that her friends are teasing her about you, which I guess it's a good sign. It sounds like there's some interest bubbling up...
