I would say he was a bit weird, if he won't talk to you even though you work together.What does he do, hang around doors to open them for you,but never speaks?
How do you know he constantly stares at you, are you watching him?
I would just get on with your job and pretend he doesn't exist,his behaviour is just plain sad to be honest.

Next time he tries to get your attention say hi to him and strike up a conversation. Why not? It's a new year. Go for it!
