Maybe he doesn't like all the attention. He can probably feel you staring at him and it may be making him self conscious. He is probably a shy person insode.
So I wouldn't take it personally at all he just doesn't love attention from someone he doesn't really know.
Maybe you could try making friendly convo with him if you haven't already.
