I know that when people get hurt from past relationships they generally put up a barricade so that another person cannot hurt them again, they do not allow someone in to their heart, and they try and not develop feelings for them as they are feared of getting hurt.

He is talking "walls" - emotional walls.
Some people choose to build "walls" around their emotions and themselves because they think it can prevent them from ever getting hurt again.
Others do this in the beginning of a relationship because they are unsure if it leads somewhere, so they don't open up very fast.
