What does he mean by a break?

I have dated this guy for close to two years in which we broke up for about 3 months. We got back together and he apologised for it saying it was his fault. He claimed to love me so much and that he needed a fresh start. We got back together and i left the country for 7 months. After I got back all i wanted was a whole new beginning but it was just one issue to the other. And finally he says he needs a break.What does he mean by a break? Because i saw wot he used to do before that made us break up. He gives girls the lead like he wants them and claims he never cheated on me. AM JUST SHARTTERED. Dont know where to start from. And am leaving the country in 2 weeks. What man that claims to love a girl that is leaving the country in 2 weeks would look into her eyes and tell her he wants a break? Please i dont get. What does he mean by a break? I believe if u love something you can make it happen. Please i need answers.
