I would assume it means she thinks you are cute but as in "younger brother/son" type then any romantic interest.
The killer bit is the "little fellow" bit. It is not exactly a description women use when their heart is on fire.

Well...
I've also said things along those lines... When I've said that to guys, it was when he was being a little dorky. So I say, "aww, you're cute!" I guess it was my way of saying, you seem sweet, but I'm not interested.
That's just me. I don't know what she truly meant. Also depends on the situation I suppose.
