If you havn't started your periods, it is most likely that. If you have started them, it will still be to do with your periods. You can get brown discharge either at the beginning or end of a period, normally the end. It is brown because it is old blood that has been inside you for a while. You know how when you cut yourself and the blood dries it goes brown? That's why it is brown.
It can take some time for periods to settle down properly, even of you have started them already. If you get this discharge nowhere near your period, it is just some of the blood taking a long time to come out. Periods will be irregular in your teens, but they will settle into a pattern. It's nothing to worry about.

Often we get brown discharge at the end of the period, or inbetween. Bleedings in between periods are no unusual, and can often be small "spotting" as we say, or more brown-ish. Basically this is leftovers that are being flushed out. And nothing to worry about.
Brown-ish substances can come at any time, and they are harmless. Yellow-ish and white are common too, but brown especially after your period. Your period will often be red/brown, and the blood is mixed with a lot of your natural fluids so it will not run freely like on a wound anywhere else on your body, but can often be like goo... In lack of better words.

This sounds like it could be the beginnings of your first period. Talk to your Mum.
