If I say 'I love you' it means that I know that person cares about me enjoys my company and wants the best for me and I feel the same about them.ie friend child parentgirlfriend / boyfriendwife / husband However, this term is also used in loose / general context simply to express feelings of appreciation to something you like or have seen out of excitement ie 'I love you man that was so kool'. However I think 'In love with' is more sexual and romantic.ieLover, boyfriend, girlfriend, etcOften, mutual love can be mistaken for infatuation or possible love out of adoration feeling close.I don't consider myself an expert on love but I am not afraid of it or its complexities. very interesting subject that seems to have no bounds.

Since there is no universal rule as to what love is, "I love you" can only be interpreted as something a combination of feelings you have for a person or a group of people.
People say it to express their feelings to the other. Others prefer to express their feelings through action, rather than words. Others prefer other forms like art, poetry, short stories, ballet, dance, cooking, building, sculpting and so on and so forth. There are numerous ways to express your love for someone or some people.
All within context, all dependent on your target.

or,
It could mean someone is trying to make you feel those things for a gain of 'something'.
This could include; sex, money, etc etc.
Some use love tactics to get out of a current bad situation.
Ie, A country.

In what context are we talking about?
When I tell my family I love them it is because I value the kinship and company they give to me, and admire them for their strengths and support their weaknesses the way they do for me.
When I tell my boy friend I love him, it is because I care about him and want him to remain a part of my life. I enjoy his company and his visual appeal, and I want to let him know all of these things. I tell him I love him as a way for him to know how important he is to me, and how much I need and want him.
