hey, if they are'nt red nor itchy, dont worry much about it.
i get the same thing, im a male of 17years old, i shave quite regular as i dont like hair on my chest and i dont like alot of hair around my penile area, i get the same thing now and again that sometimes spread from down the shaft to the bag.
these could be either:
1. ingrowing hairs
or
2. a form of spot (not sore) when you shave, if the blade isnt completley clean, dirty can be trapped in the place of the hair's root and form a pimpple like thing (which you are speaking about)
when i get this, i usualy wait 2-4days before shaving again, but when i do shave, i use conditioner as i find it easier for the blade to cross my skin and it makes the area soft after shaving.
hope this helps
dont panic to much :)

my advice just go to a doctor so you can ease your mind and the doctor will be able to tell you
good luck
