I depends on the country you live in and they live in and local laws.
But if they are still not leaving you alone after you have told them to go away then they could be accused of stalking. Unless they are chasing you for some relavant thing like money owed / their child etc.
Tell them that if they do not stop trying to contact you then you will get the police involved. Do it in a calm voice and then hang up the phone straight away. Then just ignore all forms of contact.

Stalking refers to harassing or threatening behavior that is engaged in repeatedly. Such harassment can be either physical stalking or cyberstalking.
Physical stalking is following someone, appearing at a person’s home or place of business, making harassing phone calls, leaving written messages or objects, or vandalizing one’s property.
Cyberstalking involves using the Internet or other electronic means to harass.
Either type of action may or may not be accompanied by a credible threat of serious harm. But both types can cause psychological damage, and each can potentially lead to an assault or even murder.

Yes. The best way to put down a stalker is to file criminal charges against them. Preventive measures like changing e-mail addresses, phone numbers and others modifications will help.
