Of course I forgot to mention the more serious causes like STDs. This would be a good reason to have it checked by the doctor if that is an option just to be sure.

If she shaves her pubic area it could be razor burn from shaving. Some women can get by with doing this and have no rash, but others get rashes. It would make it worse if she was sweating. Sometimes women can also get a rash from a yeast infection which would burn/itch (maybe not at the same time). Tell her to make sure to keep the area clean and dry and if it doesn't improve in a few days...she might want to go to the doctor. If she has an itching rash she could get some anti-itch cream at the drugstore and see if it helps.
