One word: sunset.
Sounds cheesey and romantic, but I reckon if you find a nice place where you can both just go and watch the sun set at the end of the day with each other... I reckon that's pretty special.
Actually, it depends where you're going on vacation, lol. By the sea? A week in the country? Spain? There's obviously loads of stuff you can do together and be happy, but you just have to add that one factor, like the sunset thing, that will make it that special moment.

Fix him his favorite meal and then do something he really likes to do: hiking, fishing, go to a movie, invite his friends over for a drink. And, finish the evening off with a massage and a little cuddling. ;-)
