Just kidding, I don't know what it is and neither does anyone else sitting across a computer screen, better go get "seen" by a real doctor for some real answers and some real diagnoses.

Hi,I'm not personally a doctor myself, so I obviously can't give you a diagnosis myself, but it sounds as if you could possibly have genital warts. It may be a good idea to visit your local GUM Clinic, here they will provide tests and check you for any STI's.Hope this helps.
