I'm quite certain that whether that person gets JSA or not/ how much depends on the home income, so if the 16 year old was working full time then it may affect that! If not, then legally I don't think (not 100% sure) that there would be any real problems...Unless you had trouble paying things due to lack of income.
Here's a site that may help, if you haven't had a look at it.

You can get job seekers from 16 as long as you fill a few criteria, one being that you would be struggling to get by without it, another being that you are FORCED to live away from your parents. i.e not out of choice.
If that's not the case then it's still up to your parents to support you until you're 18.
Whether or not your friend is working isn't of any relevance unless they are your partner. In which case circumstances would be different and it would be up to them to support you (whether that be with their own wages or a top up of income support).
To get job seekers you must provide evidence to your advisor that you are looking for a job and they have to be satisfied that you are doing everything you can to find one, otherwise they will not pay your money.
Go your local jobcentre and ask to speak to someone there. They'll let you know whether or not you qualify.

I don't think you can get jobseekers until you are 18, you will need to book an appointment with the job center or phone them and ask them. X
