It all depends on how much he is shy.

For some people it will be enough if you just make some hints.

Others may need you to act more to show your intimate desires.

An overly sensitive person may act this way after some dating.

I think it will open up communication more if you say how his behavior makes you feel and how you would like him to behave. If he is very shy, he may not know how to express his feelings or how to assert what he wants. It may be helpful not only for you to say what you want but to ask him what he wants as well.
