I agree with Dr. John, he does sound like a gentleman! What a catch, sweetness! I suggest that you go ahead and YOU make the first move. After so long, I wouldn't be surprised if he's scared out of his mind, nervous beyond belief! If he's in your age group (13-15?)... well, guys can be real chicken's when it comes to this sort of stuff. Be forward.
"Would you kiss me?"
I said that to a guy once. It was so sweet, he stuttered "y-yes... I mean, if you want me to. I mean..." and then he did. And after that awkward first kiss (which was lovely), he kissed me again and he was so much more comfortable. It's just that initial ice-breaker that's the tough one.
If you want that kiss, you're just going to have to take a deep breath and go for it. Ask for one or do it yourself! If that idea makes you nervous, well then you know how your boyfriend must feel! Go for it.

He is waiting for the right moment because he does not want to pressure you and scare you off.
At least that was the case with me when I was your age. I lost a couple of girl friends because I would not make a move because I didn't want to scare them off.
Funny thing was I didn't realize till later in life that I ended up chasing them off because I didn't realize they wanted me to make a move like that and I didn't.
I suggest you just get in front of him, move close and kiss him. I can almost guarantee he is not going to turn and run away. Have fun. Doc.
