I would assume that he's just letting you know that he is thinking of you. He may not want to get back together with you but it doesn't mean that he doesn't care about you. After all the two of you were married.
If you are uncomfortable with receiving cards from him I'd let him know.... At the end of the day if it upsets you then you need to tell him that you feel as though he's sending mixed signals and you don't want him to do that.
I think it's just his way of discreetly letting you know that he cares and although you two are not together he is still thinking of you. It's up to you whether you draw the line or not.
