 You are young and he is moving away soon..... this is a difficult one to answer.
I am not disputing your feelings for each other but you do have the difficulty of a huge distance to conquer when he goes so you must think about that. But I also think nothing ventured nothing gained, so tell him. I wouldn't be surprised if he felt the same.
