He was surprised when I told him that I am a virgin and don't want to have sex until I am sure that he loves me. I told him to think if he want a relationship without sex (until I am sure that he loves me) and answer me. He agreed. It seemed that he wanted to be me my first guy but also he was afraid. He told me that he will be nervous because he want me to be satisfied since it will be my fist time to have sex. We had this conversation for 11 days ago. During these eleven days he did not contact me to tell me his answer ( if he want to have such relationship with me). I am still waiting for his answer. Why didn't he answer yet? Shall I wait for his answer or shall I contact him and ask him to answer me. Should I talk to him if I see him in the end of this week or shall I let him talk to me? What if he needs more time to think? Why didn't he talk to me yet? What shall I do?

The ball is in his court. If he truly cares about you, he will contact you. If he wants a sexual relationship without the strings, he will not contact you. It could be he is busy so just give him time.
