I would pull this guy aside and speak to him on the quiet, and tell him that you feel really uncomfortable when he stares at you, and it has got to stop imediately.

Just confront Mr.'Eyes' next time and ask him what he is staring at. If he says you, tell him he will go cross-eyed that way and it won't get him a thing but an eye doctor appointment. Hey, hon, these guys aren't scary. Get in their face. They will back off.
