 Um, who said your suppose to kiss to start a reletionship?He obviously likes you, but unless you two are going out. Your first kiss wont happen until you do. So wait until he asks you out. Which he will if he wants you. Or he may be shy.If you two are going out, then if your standing, looking each other in the eyes. You see his eyes drift towards your lips and you do the same. Slowly move towards his lips and kiss him. He will do the same. I highly doubt he would be angry or upset. If he never kissed a girl, there is never a reason to be mad if your going out with her.
