Also, girls from the more northern, hilly regions of England who actually walk instead of ride everywhere seem to be bigger and firmer.
I understand that climbing stairs is effective, too, and will also help with the thighs.....

I suggest you to do push ups. It trains the upper side muscles on your chest.
Do as much as you can, don't force yourself.
Don't worry, it won't make your upper arms very muscular or something like that.
You'll feel that your upper chest muscle become firmer and it will support tyour breasts better.
