Do you see this as your job to do as his girlfriend? There is a trend for girls to think this is okay when they date guys. One of my rules of thumb about having sex with guys is this: if I'm not getting sexually fulfilled as well, and there isn't a real good reason, like I'm sick or I'm too pregnant, or I'm really a lesbian (so why am I with him?) then I don't have sex, handjob, blowjob, any job. Because then all it is for me is a job. And if you do this because you are not having sex until you are 18 or legally able to, then let him do his own handjob.

 Simple. Ask him. Yes he says he is okay but just tell him you are concerned with his running off, want to please him, can't if you are doing something wrong and need to know how to improve or make things better.
