If a "real" relationship is what you are looking for, then you need to move on, he isn't ready or wanting of that with you now.

 It's a possibility he's afraid of maybe where things are heading for some odd reason. Or the other possibility is he may not want to hurt your feelings.. Either way you need to talk to him and ask him what's going on.. Communication is key. It will either confirm he likes you or doesnt.
