So I have mixed feelings about telling his girl friends. If I was in ur position I would keep it to my self only because of the fact that girls tend blow things out of portion fast. Now don't hate Cus I sed this.lol so for right now try to control how much alone time u spend with this guy.
If he happens to break up with his girl then hope all the best for u, if he doesn't well then try to be only friends.

 No! I would not kiss him until he is officially broken up with his girlfriend! If he "loves" her then why is he wanting to kiss you? It could be that he feels sorry for her because she is in foster care. That being said - make it clear that yes you are interested but that he has to be free and clear of his other relationship first. As for your parents - do this first: Tell him if he wants to hang out with you (which may lead to kissing). This is a sure fire way to find out if a guy is really and truly interested in you as a person. If he agrees you have half the problem solved. Next go directly to your parents and tell them you have a friend who is a boy who wants to come to the house and see you - is that ok with them? Be straight forward with them. That is always the best approach. Good luck.

U have to ask ur self would u want ur boy friend kissing another girl. if he truly likes u he would brake up with his girl first!
He has to figure out his priorities or some one will be hurt!
