Have you ever been to Edinburgh? I know you are looking at September, but if you go in August the Edinburgh Festivals are on, you have the Book festival, the Fringe (Performing arts), the Royal Tattoo (Marching bands and the Army showing off)
I love the fringe festival, there is famous, and not so famous comedians, plays, musicals, contemporary dance, if you want culture on a budget Edinburgh is the place to go. Turn up at any venue (They range from huge theatres to Pubs an one was even in a lift) it costs between £1-£50 to see a show, the only problem is cheap accommodation is short (but there is camp sites near by), and it is easy to get to from Liverpool.

I am a Scouser so I'm not having a go here, unfortunately though Liverpool isn't as cultured as it made out last year, there is still some stuff to do locally but to be honest, they seem to have mopped up the remaining Lambanas and have reverted to car theft and football.
For real culture I would look outside the North West and possibly look to the continent (France, or Italy).

I'm taking it you've been round the museum in Liverpool since they did it out?
Have you been down the tunnels?
My husband went on an indiana jones style stag doo in Liverpool and the best man had set up a massive treasure hunt round the city.
Port Sunlight has a lovely gallery and would be nice for a picnic in the gardens as well!
Either that or look up what exhibitions are on at the Tate, over in Manchester, and since you are booking so far in advance then you could get a really cheap train ticket to London and do that as a day trip.
Good Luck!! xx
