Sometimes we flirt, sometimes not. So I'm confused, what did he mean by this?

Ok so theres this guy that flirts with me and opens up and tells me what he thinks of me. However, I'm never that open. When we flirt , I laugh it off but he doesn't. The next day I always used to test him to see if he just talks to me for a flirty chat. So I'd act normal the next day but he user to ignore me. I was confused. He'd always make excuses and be like he's busy or he'd act cold and mean. So anyway one day I asked him why he always avoids me. He said "I know I do it all the time. It's just I wanna text you but I get worried when we both start flirting coz I don't know if were both still joking or being serious. You proper turn me on and that like proper. But I know that I can trust you. What did mean????
