So we were together for about 3 1/2 months before we decided to break up and be friends again, but we still act like a couple. He even told me he still loves me, and I told him the same. So he says he loves me more than a friend, and I know I love him, so why hasn't he asked me out again?

I think you need to be asking him that not us. It is clear you both have feelings for each other, but sometimes that is not enough. Who decided to break up? What where the reasons for the break up? and have they now been resolved? If it was me I would talk to him. Remember it is not always up to the man to ask you out, maybe you should show him you are interested and ask him out.
