Later on, during the shift, he asked if I wanted to see a movie with him and I agreed. We all live in the same dorm, so he was supposed to come to my room and we were gonna' watch the movie, but he never came (I assumed he got held-up at work). Anyways, he'll be back in a couple of weeks and my question is should I ask him whether or not he wants to "hang-out" with me some other time, or should I not bother? I think he's also interested in me and I would like to pursue him (so-to-speak). How can I keep him interested in me?

It's not nice of him that he failed to meet you as arranged, I gather that he didn't apologise for not showing up that evening? I think he knows by now you are interested, you have invited him once and accepted his invitation the other time, which he didn't follow. I'd leave things as they are.
