 In life I meet people with different background.And I do know that life is different everywhere.Just asked a person from your country a question about parties - don't do it in a bar or restaurant.Make a private party at his place, at your place or somewhere else where are no other people around.Otherwise you have to follow the rules imposed by those who own such places - it means little fun.Now about "he has two roommates, who love throwing parties"You should definitely collaborate with them - they can help.

 Beware of letting guys help plan parties. They don't always know when to draw the line, and may try to get him a stripper. I would go it alone. If you can, sneak a peek at his phone(in this case, it's ok), and call everyone on it, and tell them where to be, and ask them to bring any of his friends that they know, and any food or beer that they want.
