No, wait until he's single again. But of course, don't tell him you're in love with him, just let him know that you're interested. He could think of you as just a friend and thinks that you feel the same way, so he's with someone else. You don't want to be the other woman who is telling a guy who is involved with someone else that you love them etc.
This is so cliche, but there's plenty of fish in the sea. There are plenty of sweet and handsome guys out there. Don't chase after a man that is in love with someone else. If you tell him this now, expect rejection...and that will hurt even more. Go out with other people and you may find what you're looking for.
