I think she is single and doesn't talk much with boys. we occasionally had conversations like about one or two times week and of course I was the one too approach her and she would smile and say hi. what should I do? should I tell her how I feel? I am scared that then she may avoid me.

I agree with the previous answer from Ciar. Just continue to be friendly with this girl and you should be able to eventually judge whether she's interested in you or not. If she appears interested then you can take things from there.

I wouldn't. You have no idea how she feels about you which means you'd be taking an awfully big risk.
Get to know her a little better then come back and ask our opinions when you have more to go on.
