I feel like I'm not over my ex yet, but i'm getting there. But anyways, my ex's birthday is coming up soon...do you think it'll be a good idea for me to say happy birthday or to just not say anything?

Dont say anything. You said yourself, you are not over him fully and didnt want to be friends before, so there is no point in opening up a friendship or new conversation with him now.
He is your ex - you are not together anymore and are not friends. There is no reason to speak to him ever again, just leave him alone and move on. Opening a new conversation will only open up new wounds, accept he is gone for good and not part of your life anymore, therefore you cannot choose to be part of his either.
I hope this helps and good luck!
