Depends on what feelings you think he has for you, if you are close friends - regularly chat to each other and you think there maybe some desire to have you then perhaps you should approach him.
Problem with shy guys is that they tend to have low self-confidence, and will instantly jump to the conclusion "oh, she probably doesn't like me anyway." - so it may be necessary for you to make the first move.
It depends on how you feel hes going to react, if you barely know each other - perhaps its not the right time, if you've known each other a long and are very close - perhaps hes trying to build up the courage to ask you already?
You'll probably find, when you ask him out - he'll be shocked - say yes, and then talk to you about his feelings hes had for you for the past x months.
Go ahead, you've both said you like each other - maybe hes just not risking it and wants you to make the first move!
